Rail Road Park is Now Open.
FLOWER MOUND, Texas (06 November 2009) - Halff Associates, Inc. (Halff), one of the nations leading engineering/architecture consulting firms, is proud to announce that the city of Lewisville conducted the ribbon cutting ceremony officially opening Railroad Park on 5 November 2009.
Railroad Park is a 250-acre, $20 million project located at the intersection of Railroad Street and Bennett Lane. The park is the largest single capital project in the history of Lewisville and is funded by revenues from the 4B Sales Tax that voters approved in 2002. The city of Lewisville expects the park to draw approximately 700,000 users per year.
The park includes the following:
• A baseball/softball complex consisting of three fields with skinned infields for baseball or softball competition and a Premier Field with a grass infield dedicated for baseball
• A football complex consisting of two 100-yard regulation fields and two 80-yard fields
• A soccer complex consisting of two 100-yard youth fields and six 120-yard regulation fields.
• A skate park which is the largest hybrid skating facility in the Metroplex at 33,000 square feet
• A dog park consisting of six acres of land with one acre dedicated to small breeds and five acres reserved for large breeds.
Halff provided preliminary planning services, 404 and CDC permitting, CLOMR and LOMR, platting and civil engineering for preliminary grading, final site drainage, street paving, irrigation lift station and utility work. Halff also provided assistance negotiating water rights to irrigate the park from the Elm Fork of the Trinity River.
Halff designed the park to raise the buildings above the 100-year flood elevation, and the fields above the 25-year flood elevation. Valley storage and irrigation storage is provided by three lakes with a total surface area of approximately 29 acres. Approximately 1.5 million yards of earth was moved in the reclamation portion of the project, some multiple times.
Halff also designed Valley Ridge Boulevard between Railroad Park and Business SH 121 to provide access to the north end of the park and Railroad Street improvements between Bennett Lane and Business SH 121 to improve the access to the south end of the park. Valley Ridge opened to the public in mid-November, and Railroad Street construction will begin in the spring of 2010.

RiCHARDSON, Texas - (03 December 2009) - Halff Associates, Inc. (Halff), one of the nations leading engineering/architecture consulting firms, is proud to announce that several staff members have received their professional designations: Jonathan H. West, Joe David Buchanan and Timothy J. Urban, LEED® AP have recently passed the Landscape Architecture Registration Examination (LARE) to become registered landscape architects; and Francois de Kock, RLA, LEED® AP and Adam S. Wood have passed the American Institute of Certified Planners (AICP) examination to become certified planners.
The LARE is designed to determine whether applicants for landscape architectural licensure possess sufficient knowledge, skills and abilities to provide landscape architectural services without endangering the health, safety and welfare of the public. Successful completion of the LARE is required for licensure as a landscape architect.
To become a certified planner, American Planning Association members must meet certain education and experience requirements and pass a written examination. Certified planners use their skills to find solutions to community problems and carry the community toward its desired long-term goals.

Joe David Buchanan, RLA joined Halff Associates in 2005 and works in the Richardson Texas office. Mr. Buchanan is creative, hard working, and self motivated; and is passionate about designing, and enthusiastic about furthering his knowledge and ability as a landscape architect. He received his bachelor of landscape architecture from Texas A&M University and is a registered landscape architect.
Francois J. de Kock, RLA, AICP, LEED® AP joined Halff Associates in 2003 and works in the Richardson Texas office. Mr. de Kock has developed a high level of experience in environmental planning, landscape design, and landscape restoration. His main goal as a landscape architect is to be professionally responsible and responsive to the natural and cultural environment. Mr. de Kock received his bachelor of science in landscape architecture from the University of Pretoria in South Africa and his master of landscape architecture from Harvard University. He is a registered landscape architect, a certified planner and is a LEED accredited professional.
Timothy J. Urban, RLA, LEED® AP joined Halff Associates in 2006 and works in the Austin Texas office. Mr. Urban’s expertise includes the fields of high-end residential landscape design, and trail layout and design. He received his bachelor of science from Texas Tech University and his master of landscape architecture from Texas A&M University. Mr. Urban also teaches courses in landscape design and plant materials at a local community college. He is a registered landscape architect and a LEED accredited professional.
Jonathan West, RLA joined Halff Associates in 2005 and works in the Richardson Texas office. Mr. West is a creative and hard working individual with a strong interest in architecture illustration. Mr. West received his bachelor of landscape architecture from Texas A&M University. He is a registered landscape architect.
Adam S. Wood, AICP joined Halff Associates in 2007 and is an urban planner in the Richardson Texas office. Mr. Wood’s areas of interest include open space preservation, sustainable development methods (such as New Urbanism and SmartGrowth), bicycle master planning, transit- and pedestrian-oriented development, integrated transportation/land use planning, and inter-jurisdictional planning. Mr. Wood received his bachelor of arts in geography and his master of science in community and regional planning from the University of Texas at Austin. Mr. Wood is a certified planner.

Halff MEP Engineering Scores Again!
RiCHARDSON, Texas - (07 October 2009) - Halff Associates, Inc. (Halff), one of the nations leading engineering/architecture consulting firms, is pleased to announce that Texas Construction magazine has recently awarded the Remington Medical Resort of San Antonio as the Best Health Care Project of 2009 and will be recognized as such in the December 2009 issue. Halff was the mechanical, electrical and plumbing (MEP) engineering team of record.
The annual competition recognizes commercial construction and design excellence from projects located throughout Texas and Oklahoma.
The Remington Medical Resort of San Antonio was designed to be a first in its industry to combine therapeutic patient care with the luxuries of a hotel resort. Throughout the design and construction, the team worked to standardize design and construction methods for future medical resorts to be built throughout Texas and the United States.
The mechanical design included systems for the atrium smoke evacuation, medical gases, and dehumidification in the therapeutic pool room. Electrical systems included fire alarms, nurse calls and emergency power. In addition to life-safety codes, the project was designed to meet the Texas Department of Aging and Disability Services rules and statutes.
The award-winning team consisted of architect Mayse & Associates; general contractor by EBCO General Contractors; MEP engineering by Halff Associates; structural engineering by DCI Engineers; civil engineering by Vickery & Associates.

(Halff), one of the nations leading engineering/architecture consulting firms, has used its unique expertise and resources in the area of 3-dimensional visualization—to expand beyond the engineering sector. In recognition of developing innovative, cutting-edge visualization that allows project planners “walk through” their finished project digitally before construction begins, Halffs’ Visual Science and Technology Division (Halff VST) has been awarded a Telly Award for their animation work on the DFW Connector for the Texas Department of Transportation (TxDOT) Fort Worth District.
The DFW Connector project, produced by Halff in cooperation with the TxDOT Fort Worth District, is a 14.4 mile, 3-dimensional visualization—that will include a 24-lane corridor encompassing 7 highways, 6 interchanges and 10 bridges. The 1:1 scale not only portrays real-world accuracy to uncover any major design flaws, but also helps to streamline public understanding.

Mr. Crawford is a vice president and is the Grand Prairie office manager. The EDAC program, sponsored by The Center for Healthcare Design (CHD), is transforming the field of healthcare design by providing nationally recognized accreditation and certification to promote the use of an evidence-based design process in healthcare building projects.
The CHD is a leading research and advocacy organization of forward-thinking healthcare and design professionals who are leading the quest to improve the quality of healthcare through building architecture and design. “Years of research and an incredible amount of effort has gone into developing the base knowledge and examination for EDAC,” said Debra Levin, President and CEO of CHD.
Evidence-Based Design (EBD) is the process of basing decisions about the built environment on credible research to achieve the best possible outcomes.

Walter E. Skipwith, PE, D.WRE Named Diplomate of the American Academy of Water Resources Engineers
RiCHARDSON, Texas (02 April 2009) - Halff Associates Inc. (Halff), one of the nations leading engineering/architecture consulting firms, is pleased to announce Walter E. Skipwith, PE, D.WRE was named a Diplomate, Water Resources Engineer (D.WRE) of the American Academy of Water Resources Engineers (AAWRE).
The D.WRE represents strong professional ethics and a commitment to life-long learning and continuing professional development. Since the start of AAWRE’s specialty certification program, only 400 water resources engineers worldwide have qualified for the Diplomate, Water Resources Engineer credential and only seven in the Dallas area.
This marks Halff’s fourth employee who has been conferred with this credential in recognition of their many years of service, vast experience, and their eminent standing as a professional in water resources engineering.
Mr. Skipwith joined Halff in 1974. He is a Vice President and is the Water Resources Engineering Team Leader in the Richardson Texas office. He has been one of the most recognized water resources experts in the state of Texas. His innovative solutions in watershed planning and design have improved and protected the natural environment throughout the Southwest.
Mr. Skipwith received his Bachelor of Science and his Master of Science in Civil Engineering from the University of Texas at Austin. He is the author of several technical papers and publications. He is a member of American Society of Civil Engineers, National Society of Professional Engineers, Texas Society of Professional Engineers, American Water Resources Association, Association of State Floodplain Managers, Texas Water Conservation Association, Texas Floodplain Management Association, International Erosion Control Association, Chi Epsilon, a National Civil Engineering Honor Fraternity, and Tau Beta Pi, a National Engineering Honor Society.

Halff Associates Names New Vice Presidents

RiCHARDSON, Texas (26 February 2009) - Halff Associates, Inc. (Halff), one of the nations leading engineering/architecture consulting firms, has announced three new vice presidents for the firm, as part of its ongoing commitment to advancing and rewarding exemplary performance and outstanding professionalism.
Stephen B. Crawford, PE, CFM, senior project manager in the Fort Worth Texas office, has been named vice president. Mr. Crawford joined Halff in 1996 and helped lay the groundwork for many floodplain-related services in and around Grand Prairie. His experience also includes land development design.
Mr. Crawford received his Bachelor of Science in civil engineering from Louisiana Tech University where he graduated Magna Cum Laude. Mr. Crawford is a licensed Professional Engineer and a Certified Floodplain Manager in the state of Texas. He is a member of the American Society of Civil Engineers and the Texas Floodplain Managers Association. He is the author of several technical papers on floodplains and wetlands.
Rusty R. Glover, PE, manager of the Frisco Texas office, has been named vice president. Mr. Glover joined Halff in 1995. His experience includes private infrastructure design including, grading, drainage, paving, water, wastewater and erosion control design throughout the state of Texas. He also provides municipal design services within the north Texas area.
Mr. Glover received his Bachelor of Science in civil engineering from Texas A&M University. Mr. Glover is a licensed Professional Engineer in the state of Texas.
Todd A. Jackson, PE, of the Austin Texas office has been named vice president. Mr. Jackson joined Halff in 1996, where he shortly assumed management responsibilities for the Subsurface Utility Engineering (SUE) Department.
Mr. Jackson received his Bachelor of Science in civil engineering from Louisiana Tech University where he graduated Summa Cum Laude. Mr. Jackson is a licensed Professional Engineer in the state of Texas, New Mexico, Missouri and Louisiana. He is a member of the American Society of Civil Engineers.

TSPE Dallas Chapter Selects Halff Employee Noelle Gaspard, EIT, GISP, CFM as 2009 Young Engineer of the Year
RICHARDSON, Texas (24 February 2009) - Halff Associates Inc. (Halff), one of the nations leading engineering/architecture consulting firms, is proud to announce that the Dallas Chapter of the Texas Society of Professional Engineers (TSPE) has selected Halff employee Noelle Gaspard, EIT, GISP, CFM as the 2009 Young Engineer of the Year.
Ms. Gaspard joined Halff in 2004 and is a civil engineer for the firm’s Water Resources department in Richardson. Her main focus has been FEMA Map Modernization, municipal hydrology and hydraulic studies, stormwater analysis and design, water resources GIS— and has been directly involved in the development and programming of multiple GIS/water resources applications.
Ms. Gaspard received her Bachelor of Science in Civil Engineering from Tufts University in Boston, Massachusetts. She is a Certified Floodplain Manager, a Certified Global Information Systems Professional and a licensed Engineer In Training. She is a member of the Texas Society of Floodplain Managers, American Water Resources Association, South Central Arc Users Group and the American Society of Civil Engineers.
As chairperson for multiple committees, Ms. Gaspard is very active in the Dallas Chapter of TSPE. She was elected to the Dallas Chapter Board of Directors for 2008-2009 and serves on the TSPE State Young Engineers Committee as the Region 5 Representative.
In addition to her numerous professional activities, Ms. Gaspard is a life-long member of Highland Park United Methodist Church and volunteers with the Genesis Women’s Shelter, Make-a-Wish Foundation, Habitat for Humanity, United Way, and the HPUMC Labors for Neighbors mission team. A Dallas native, she grew up in the Lakewood area, and attended Woodrow Wilson High School.

J. Michael Starek, PE, RPLS has been named as a vice president and principal heading up the transportation and traffic, planning and analysis team. He will be working with Team Leader Dean Stuller, PE, Stephen Moore, PE and Scott Booth, PE in the Halff Richardson office.
