The City of Shawnee commissioned the Twin Lakes Master Plan to outline a preferred growth strategy for the Twin Lakes region. This Master Plan will complement the City’s 2040 Comprehensive Plan by establishing a phased program to balance development with resource conservation over the next two decades and beyond.  

The master planning initiative for Twin Lakes was a key land use and development recommendation of the Shawnee Next Horizons Comprehensive Plan. As a rural enclave within the municipal limits (yet far from urban services), the Master Plan seeks to improve public service delivery to residents in a way that is fiscally responsible and strategic on how to increase revenues from visitors enjoying the Twin Lakes. 

The Twin Lakes master planning process included focus group meetings, a scenario workshop, public open houses and conceptual plans for the City of Shawnee’s four lakeside recreation areas. Research included an outdoor recreation market assessment and fiscal evaluation. The final plan includes a highly graphic summary report, a detailed technical report with recommended investments and policies to promote a preferred long-term development scenario, and recommended recreation area enhancement programs.
