The City of Fruitland Park constructed a project funded through a $2.7 million Clean Water State Revolving Fund (CWSRF) grant/loan from the Florida Department of Environmental Protection (FDEP) to extend a force main along Urick Street. Since the project involved federal funds, the Davis-Bacon Act and other labor-related requirements applied and the City as the grantee was responsible for monitoring contractor compliance with these requirements.   

Halff played a key role in assisting the City by monitoring the prime and subcontractors’ compliance with all labor standards requirements, including payment of federal wage rates, submission of certified payrolls and other required documentation. Halff cleared contractors through the SAM.gov system, examined certified payrolls, worked with contractors to correct any mistakes, compiled all records for review by FDEP, and produced the final Labor Standards Compliance Report and Record.

The services Halff provided allowed the City to meet its contractual obligations to FDEP and continue in good standing with the agency—maintaining eligibility for future grant and loan opportunities.
