Halff’s Smith Honored with ASCE President’s Medal

AUSTIN, Texas — Halff project manager Clint Smith, PE, CFM, has received the prestigious President’s Medal from the American Society of Civil Engineers (ASCE).

Smith joins a distinguished group of recipients recognized during the award’s 40-year history, including leaders of engineering schools, a former National Oceanic and Atmospheric Administration (NOAA) director, and a president of the United States. Established in 1986, the ASCE President’s Medal is one of the highest honors the organization can bestow. It recognizes the accomplishments and contributions of eminent engineers to the profession, the Society or the public.

Based in Halff’s Austin office, Smith specializes in large-scale watershed studies, water and wastewater modeling, system master planning, pipeline design and surface water quality analysis. He has contributed to projects that improve critical infrastructure for growing communities while also serving as a mentor to emerging engineers. In announcing the award, ASCE recognized Smith for leading projects that impact thousands of lives, mentoring the next generation of civil engineers and helping pave the way for a wider group of people to see themselves in the engineering profession.

An active ASCE volunteer, Smith has served as chair of the Committee on Younger Members and as ASCE Austin Branch Younger Member director and JEDI chair. He also serves as vice chair of MOSAIC and the Environmental and Water Resources Institute’s Technical Committee on Drinking Water Supply, Treatment and Distribution and Stormwater Filtration. Among his contributions, Smith volunteered to help develop a code of conduct for ASCE events aimed at fostering welcoming and respectful environments for all participants.

Beyond ASCE, Smith is deeply involved in several professional organizations. He serves as local seminar planning co-chair for the Texas Section of the American Water Works Association (AWWA) and contributes to AWWA’s Standing Committees on Asset Management and Engineering Modeling Applications. He is also an active member of the Water Environment Association of Texas, serving on its Hydraulic Modeling and Young Professionals committees, and participates on Transportation Research Board committees focused on water resources engineering and geospatial and visual analytics.

Within Halff, Smith regularly volunteers through the Halff Community Initiative (HCI), supporting organizations such as Meals on Wheels. Earlier this year, he was recognized as a Halff 10 Under 10 honoree.

Smith received the American Water Resources Association’s A. Ivan Johnson Award for Young Professionals in 2023 and was named an ASCE New Face of Civil Engineering in 2025.

The Hatton, Alabama, native earned both his bachelor’s and master’s degrees in civil engineering from UA.
