Halff designed a new 2.0 mgd water treatment plant to replace Hidalgo County Municipal Utility District (MUD) No. 1’s existing two water treatment plants.

The project included the preparation of a financial assistance application, feasibility report, environmental information document, and development of plans and construction documents for the construction of a conventional water treatment plant. Electrical engineering included the design for the treatment process, instrumentation and process monitoring. Specifically, the project included:

  • A rapid mix structure
  • Clarifiers
  • Filter structure
  • Flow control basin
  • Transfer pump station
  • High service pump station
  • Backwash structure
  • Sludge lagoons
  • Metering
  • A chemical feed facility
  • SCADA system
  • Emergency generator
  • Site improvements

This project was completed with funding from the United States Environmental Protection Agency (EPA), through the Drinking Water State Revolving Fund (DWSRF). These funds are administered through the Texas Water Development Board (TWDB). The project required planning and coordination with the Hidalgo County MUD No. 1, Hidalgo County Irrigation District No. 6 and the Texas Commission on Environmental Quality.​
