Halff’s Victor Bivens Receives ASCE Louisiana Section Outstanding Young Civil Engineer Award
SHREVEPORT, La — Halff Water Resources Team Leader Victor Bivens, PE, CFM, was named the 2026 Outstanding Young Civil Engineer by the American Society of Civil Engineers (ASCE) Louisiana Section.
The award recognizes individuals under the age of 35 who have demonstrated exceptional technical achievements, leadership and service to the civil engineering profession and their community.

Bivens has held several leadership positions within the ASCE Shreveport Branch, serving as treasurer, vice president and president over a three-year period. Following his presidency, he has remained involved in branch initiatives, supporting professional development opportunities, annual conferences and community outreach efforts.
He graduated from Louisiana Tech University with both a bachelor’s and a master’s degree in civil engineering. Based out of Halff’s Shreveport office, he has worked on flood risk reduction, watershed planning and flood risk mapping projects across Louisiana, helping communities strengthen their flood preparedness and resilience.
His contributions extend beyond project work to mentoring young engineers, delivering technical presentations and supporting the Louisiana Floodplain Managers Association (LFMA). He also received Halff Home Run Award in 2023, which recognizes employees who demonstrate exceptional leadership, ownership, excellence and a commitment to helping others grow.
Bivens was nominated by the ASCE Shreveport Branch and recently recognized at the Louisiana Section’s annual awards luncheon. Halff’s continued involvement with ASCE in Louisiana extends beyond Bivens, with other members holding branch leadership positions and supporting the advancement of the civil engineering profession.
