Pearland Multi-Modal Master Plan Recognized as Best in Texas

Halff Associates, Inc. (Halff), one of the nation’s leading engineering/architecture consulting firms, along with the City of Pearland, earned Gold in Transportation Planning for the Pearland Multi-Modal Master Plan from the Texas chapter of the American Planning Association (APA).

The plan was designed as a multi-phased framework to address equitable multi-modal transportation options for Pearland’s residents, including active transportation (pedestrian and bicycle solutions) and public transit. The principal objectives include providing efficient mobility options both within the City and to key destinations outside of the City; increasing connectivity between facilities; and reducing pedestrian and vehicular conflict hot spots.

Halff created a master plan that effectively addressed several issues including providing a safe and equitable mobility option for people without vehicles, providing the framework to weave together disparate areas of the City, identifying future active transportation connections to areas outside of the City, recruiting partnerships to implement portions of the multi-use path and sidewalk network and tying construction phasing with the City’s 15-year thoroughfare reconstruction program.

Halff Associates has garnered six awards in 2021. Other award winners include the French Creek Natural Channel Restoration and Flood Control Project (APWA Texas Chapter Public Works Project of the Year – $5 million to $25 million), City of Temple Comprehensive Plan 2020 (Central Texas Section of the APA – Comprehensive Plan Award), State Highway 249 Toll Road (APWA Texas Chapter – Public Works Project of the Year – Transportation greater than $75 million), Sutton Creek Sewer Reconstruction (APWA Texas Chapter Public Works Project of the Year  – Environmental less than $2 million and Walter E. Long Park Vision Plan (Texas ALSA Merit Award).
