City of Killeen
The City of Killeen was at a crossroads. Impacted by a decades-long inadequate park growth program and significant amounts of deferred maintenance, the City needed to rethink how it approached park development and operations. Halff was hired to prepare a new strategic vision and action plan to lead the City toward a positive future.
Strong Towns and Complete Park principles provided the framework to develop a park system plan focused on maximizing the number of people in the park system and the community wealth generation that parks, trails and open spaces bring to the community.
Halff worked with the community and key stakeholders to generate goals, benchmark targets and actions to reduce deferred maintenance, improve existing parks and streamline operations.
Halff also prepared a new park growth program focused on being fiscally strategic in new park development. This included maximizing opportunities to use City property for new parks and trails, developing partnerships and a pilot joint city-school park program, fostering relationships with Ft. Hood to conceptualize a new regional park, creating a new Youth Advisory Council Park Ambassador Program and developing a first-ever parkland dedication and development ordinance.
