Mangrove Manor is a residential community, bringing 468 new homes by D.R. Horton to the greater Tampa market. The multi-phased 121-acre development focuses on single-family homes, including traditional and townhome neighborhoods such as neighboring Mangrove Point.

Halff provided rezoning and land use support; conceptual lot layouts; stormwater, utility and lift station design; off-site utility extension design, and permitting with all required agencies.

The project includes master infrastructure for several future commercial outparcels, signalization of a key intersection adjacent to the project and coordination with two adjacent similarly timed construction projects. A revision to the Hillsborough County regional stormwater model established the riverine flood elevation for the project; it was completed using EPA SWMM 5.1.

Halff also helped establish the Community Development District as the district engineer.
