City of Irving
The City of Irving selected Halff to design 20,200 linear feet of water and wastewater main improvements in nine locations throughout the City. Halff’s services included design surveying; Level “A” subsurface utility engineering; preliminary, intermediate, and final design submittals; and construction-phase services.
Halff performed an analysis to determine the pipe alignment, construction method, and construction phasing that would best minimize impacts to the area. Factors included pavement replacement, traffic disruptions, impacts on the adjacent neighborhoods and businesses, and impacts on pedestrians and users of the median green space. The northbound side of Rochelle Boulevard was determined to be the optimal pipe alignment. Construction included replacing a full lane of paving within northbound Rochelle Boulevard. The project also included installing a 12-inch water main crossing Rochelle Boulevard along the south side of SH 114. To minimize traffic disruptions, the pipe was installed by horizontal directional drilling, a trenchless technique.
